This was to prevent one of the issues talked about in the German article, which was burning particulate setting off unprotected caseless ammunition during the reloading process. Which wouldn't allow the breech to open unless the bore was clear of burning particulates. The actual rate of fire, was influenced by the closed breech bore evacuation system. Hunnicutt's lists the ACTUAL RoF under the GM auto loader in his books data sheets. Then there's the ACTUAL rate of fire, that was achievable when the system was mounted in the vehicle. There is the DESIGN rate of fire, which is what they were aiming for. Which is the main reason the Germans initially showed interest in the 120mm Delta LASH smooth bore gun, that was developed as part of the T95E tank program in the early 60's. The 152mm Gun launcher system was a dead end xxxx. If it was such a wonder weapon, it would of been used regardless of that. The MBT/Kpz-70 programs fell apart, and failed for reasons more than just cost. That's on top of over performing apfsds shells. Or any time a missile is loaded a random chance of jamming the gun system due to the case being mangled. Or how about sure, we can have 10 rounds per minute, but then we need to model a 50% chance of the ammunition randomly blowing up inside the crew compartment. It doesn't matter how fast the machine could theoretically load the gun, if the breech wouldn't open till it was ready. This was to prevent one of the issues talked about in the German article, which was burning particulate setting off unprotected caseless ammunition during the reloading process. Which leads to the key issue that people can't seem to wrap their heads around.

That same senate hearing document also states that the GM Auto loader was a direct copy, built to the specifications of the Rheinmetall design.
